PTO might have internal brake. Take the belt off if you want to examine deck.

Update:
When the PTO is engaged at full throttle the engine dies but will engage and run at idle. All pulleys spin freely (new spindle bearings). The belt can be moved by hand with some effort. PTO runs fine with the belt off. Correct belt and battery voltage is good, charging system checks good. Replaced PTO and the PTO switch (old one failed). This is the version 3 (?) deck with 2 idler pulleys. Deck belt somehow too tight? Where to go from here?

Are you aware that the PTO has a braking system to stop the blades from spinning when you dis-engage the PTO?
Therefore if you are trying to rotate the spindle pulleys by hand, and with the belt going to the PTO is attached, the PTO braking system is going to resist allowing the PTO pulley to rotate.

If the PTO can be engaged at idle without killing the engine, what happens if you engage the PTO at idle and then slowly increase throttle?

Engine bogs down. With it idling and the PTO engaged the idler pulleys are moving and rather noisy.

I can try. The idler brackets 783-05118 are discontinued and the holes are a little egged out so I'm betting that's where the movement is coming from. Going to have to attempt some kind of repair on them. Is that something to cause an engine shutdown when trying to engage the PTO?
