Default Governor question

I have been pretty busy so have just been in and out the last few months, haven't gone anywhere. The question is, I have a replacement 14 hp for the 149, has the walbro carb and with a little work it ran good. The problem is that it will loose power under a load, but I think the governor is not allowing it to open up. It is very stiff to open the throttle and I had to adj the spring all the way to the end to get it to stay open. When not running it is hard to push the governor arm, where the others I have the arm just flops. The throttle plate is free and moves great, it is just the govn arm. The engine was out of a machine had been sitting around and moved several times so I am wondering if the arm has been off/hit and moved. Looks like you just loosen it, hold the throttle open and twist the govn shaft clockwise till it stops, is this right. I would think there is no difference in the replacements over the originals. TIA.

Thanks for this, I had the twist wrong. Will check this after rally today. Something is wrong in it, so I am sure a little adj is in order.
