Need some clarification....

Not sure if I put this in the right section...if not, I am sorry.

When you read a for sale add on e-bay and they have this listed in it....what should I think about it? From the stand point of what is the problem, what would cause this, is it a concern and if so should this stop me from buying the tractor:

1981 INTERNATIONAL HARVESTER BUILT CUB CADET WITH A 17 HORSEPOWER TWIN
CYLINDER KOHLER, HYDROSTATIC DRIVE AND LIFT. THE HYDRO DRIVE IS JERKY, STILL
OPERATES LIFT, ACCELS IN FORWARD AND REVERSE. ALL ORIGINAL, EXCEPT KEY WAS
ELIMINATED BY PREVIOUS OWNER, SET UP LIKE FARM TRACTOR TO START, AND RUN
LIGHTING.

GREAT! I did put this in the wrong section now how do I move it????

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
