Was looking over my new toy tonight , doing some odds and ends and was curious as to this particular setup. I would imagine it is designed to hang something off of it but could be way off base...

weights? maybe the slots held a rod to keep the weights tite together?

One thing I know is it is not a bracket for a recent DR pullbehind vac system. I have one of those and it is a steel plate that bolts to the rearend and sticks out at 90 degrees and has three holes, one at each end and one in the middle. The photo looks like this bracket is cast iron and not at 90 degrees.

It sounds like you've got it headed in the right direction. But thats what I was going to suggest it goes to. Some sort of leaf vac system. The engine and blower would probably hang from that bracket.

What ever it was for it was real stout. I think it could easily carry TWO fat ladies and a cat at one time.
