That is a 3 point hitch and it is a great addition to your purchase (especially for a wide frame cub like your 129). It is used to attach implements to your garden tractor, like a single moldboard plow or a tiller, those are the more common attachments that people have for it, but there are others.....

Cub Cadet 123

BTW: Congratulations on your recent purchase!

That is the highly coveted 3 point hitch (however you appear to be missing the lower bracket). Missing the lower bracket is no big deal, they can be bought cheap enough.

The 3 point hitch is used to attach rear implements, plows, rear blades, tillers, and a number of other attachments.

Once you learn what all the 3 point is for, you will wonder how you ever got by without it.

Look through the tech section (implements) there should be a lot of good information there.

Excellent find!

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
