Default K301 with Delco generator wont charge

I have a brand new voltage regulator and the generator just wont charge even the slightest bit. The amp meter stays right at 0 continually and the battery dies frequently. I eventually tracked it to be the starter generator because there is nothing coming out of the field terminal. After my investigation with a possible prognosis of the issue, I took it upon myself to tear into it and clean it out. I reassembled it, put it back on the engine and still nothing. So does anybody here on OCC know what might be causing this problem? Can it be repaired? Thanks!!

Nothing is supposed to come out of the "F" terminal. Battery power goes into it supplied from the regulator.

Sounds like a wiring or regulator problem.

With the engine running at full throttle, what is the voltage at the Battery Terminals..???

Theres about 11.5 volts at the battery.

That is not enough. Your system should put out around 13.7VDC. Did you perform this test..... S/G Test...??

With the engine at WOT and the F terminal grounded out, what is the voltage at the battery under this test...???
