wobbly transmission pulley on 1204

I just replaced my clutch belt. To do this I needed to loosen the transmission pulley so the belt would clear the belt guide. Now the pulley has a serious wobble. It may have had it before and that is why the belt failed...I dunno as I just got this tractor and only used it twice.

When I remove the allen screw on the transmission pulley the pulley is quite loose on the shaft. Is there suppost to be a "key" to keep it in alignment and not wobble? Can this be corrected without taking the "very hard to change clutch belt" off?
