That is NOT a clamp. It is the "Quick Attach" or QA feature to install or remove implements quickly.

after sliding on the muel drive or attachmen you pull it down or lift it and it locks it on so the atachment will not slip out

hmmmm... thanks but mine doesn't seem to budge... and the sides are pressed right up against the frame leaving only about a 1/4" gap between it and the front of the frame...
i'll play with it more as i start doing more restoration...
