Assuming your meter is accurate, you have a shorted Elec PTO. It should be in the area of 4 Ohms.

Are you sure you conducted the test right? Or maybe read it wrong? I don't think the PTO would make enough magnetic charge to pull the clutch in at 0 ohms.

If it is in fact 0 ohms, no. Replacement is necessary.

I just wanted to say thank you for your knowledge and advice. The coil was bad so I bought an xtreme clutch, works great.
